自2003年全球基金艾滋病项目成功启动以来，@联合国艾滋病规划署 始终积极强化社区团体在艾滋病防治中发挥的重要作用。近年来，社区团体在艾滋病防治中的身影越来越多，为保持艾滋病毒低流行率做出了贡献，也确保了防治工作能够基于实证并适应本土需求。

联合国艾滋病规划署认识到了社区团体在艾滋病防治工作中的重要作用，并积极鼓励其参与到国家层面的决策中。其中的一个典型例子是社区团体参与全球基金进程，更广泛地参与艾滋病防治工作。2008-2009年，联合国艾滋病规划署推动了中国全球基金项目国家协调委员会（CCM）的选举过程，这次选举也是社区团体和艾滋病毒感染者参与最多的一次CCM选举。积极的参与和透明的流程表明中国的社区团体在资源和人力动员方面所取得的出色进步，更好地提升了其在艾滋病防治工作中的作用。

Since the successful Global Fund HIV projects started in 2003, UNAIDS worked to strengthen the engagement of civil society in Global Funds processes and more broadly in the AIDS response. In recent years, the AIDS response in China has seen increasing civil society involvement in focused, community-based HIV prevention and treatment programming, which has contributed to maintaining low levels of HIV prevalence in the country and ensuring an increasingly evidence-informed, tailored response.

UNAIDS recognized that civil society plays a crucial role regarding the AIDS epidemic in China and supported the full engagement of civil society groups in national level decision-making bodies, such as the China Global Fund CCM. In 2008-2009, UNAIDS facilitated the democratic election processes for the China Global Fund CCM, Community Based Organization and People living with HIV community groups, resulting in unprecedented levels of participation, which made the CCM elections in 2009 by far the most significant democratic polls of civil society representatives to have ever taken place in China. This participatory and transparent process showed that civil society in China has made substantial progress in mobilization of resources and human capital for improving their contribution to the response to AIDS.
